Cllr Bob Stevens, Deputy Leader of Warwickshire County Council wishes to restate the County Council’s opposition to the HS2 project. The County Council is a member of 51m and a signature to the Judicial Review which has been lodged.
Whilst we continue to oppose the scheme, we are mindful of the need to engage with HS2 Ltd to ensure that, should the scheme go ahead, the best possible mitigation solutions and community benefits are achieved for all the communities of Warwickshire.
WCC understands the concerns of the community and will maintain a pragmatic dialogue with the action groups, community representatives, HS2 Ltd and other stakeholders.
In the meantime WCC is examining the mitigation optons proposed by the action groups in Warwickshire and will finally take a view on mitigation proposals at Cabinet in the autumn.
Environmental Impact Assessment –Scope and Methodology Consultation
The County Council has now submitted its response to the recent consultation on the methodology to be used in conducting the Environmental Impact Assessment. A copy of the WCC response may be found here.
A second meeting of the Planning Forum was held in mid May.
The remit of the Planning Forum is to act as a technical advisory body. The meeting heard updates from HS2 Ltd on its programme and timetable . WCc reiterated its request theat there be a local authority representative on the National Environmental Forum.
HS2 Community Forums
The second round of HS2 led Community Forums begins this week and will run through to the end of June . The first meeting is with Ladbroke and Southam which takes place on 20 June. The full set of dates:

(These should not be confused with the Warwickshire Community Forums which are public meetings involving WCC, the five districts and boroughs and the Police as well as local health services and the voluntary sector. They provide an opportunity to discuss matters important to the community and to identify priorities such as anti-social behaviours, roads, speeding, housing, schools, youth provision.)
We anticipate that the Judicial Review hearing will take place towards the end of the year.
The safeguarding consultation has been further delayed from earlier in the year and no date for its publication is yet known. This consultation will identify the extent of land either side of the proposed rail line that will need to be protected from development. Until the safeguarding route is in place HS2 Ltd can only ask to be kept informed of planning applications and proposals for development lodged with Borough and district councils. In advance of a formal decision all WCC land searches now show the proximity of the HS2 line in their responses.
